UNDIP Lecturer Plays a Key Role in the FGD Reviewing the Draft of a Public Service Innovation Model Development at the Ministry of PANRB

Jakarta (27/9) – The Pullman Hotel in Central Jakarta witnessed the convening of a Focus Group Discussion (FGD) to discuss the Draft Public Service Innovation Model prepared by a Writing Team from Universitas Diponegoro (UNDIP), Universitas Gadjah Mada (UGM), and the University of Indonesia (UI). The event aimed to gather feedback and input from relevant institutions, with the hope that the proposed innovation model could provide more comprehensive and effective solutions to enhance public services in Indonesia.

This innovation model is the result of a collaboration between the Writing Team and the Ministry of Administrative and Bureaucratic Reform (PANRB), focusing on strategic issues in public service that address the current challenges.

Since the implementation of the Public Service Innovation Competition (KIPP) from 2014 to 2023, the Ministry of PANRB has selected 1,065 top innovations as Finalists for Top Innovations and/or Honorable Mentions in Public Service Innovation. These innovations cover various themes, sectors, and categories that have made a significant impact on public services in various regions of Indonesia.

In 2022, the Ministry of PANRB also launched the Thematic Bureaucratic Reform (RB) program, which focuses on poverty alleviation, investment improvement, government administration digitalization, and accelerating the achievement of presidential priorities. These priorities include addressing stunting, controlling inflation, and increasing the use of domestic products. The program aims to guide the bureaucracy in focusing on achieving tangible, measurable targets and creating a bureaucracy that has a direct impact on society.

To ensure the optimal implementation of the Thematic RB program, lessons must be drawn from various innovations that have proven successful in supporting government institutions in addressing Thematic RB challenges. Therefore, the Ministry of PANRB has taken the initiative to compile a comprehensive reference in the form of a public service innovation model. In 2023, the Ministry of PANRB successfully developed innovation models in the fields of poverty alleviation, investment improvement, and government administration digitalization. Meanwhile, in 2024, the Ministry plans to develop three innovation models in response to the president’s priorities: addressing stunting, controlling inflation, and increasing the use of domestic products.

As part of the refinement process of the draft innovation model, this FGD serves as a strategic forum for relevant government institutions to provide input. It also involves government agencies that have been selected as samples in the drafting of the public service innovation model.

One of the sessions that drew significant attention was the presentation on the public service innovation model for addressing stunting, delivered by Amni Zarkasyi Rahman, S.A.P., M.Si., a public governance expert from Universitas Diponegoro. In his presentation, Amni emphasized the importance of multi-sector collaboration and innovative approaches in tackling the stunting issue in Indonesia. He also highlighted that public service innovation must be based on community needs, taking into account various social, cultural, and local diversity factors across regions. Moreover, these innovative practices must be supported by strong institutional governance and the application of good governance principles by local governments, including transparency, accountability, public participation, and inter-agency coordination. Effective governance will ensure that program implementation is more targeted and sustainable.

With the feedback and input gathered during this FGD, the Writing Team, along with relevant institutions, is expected to further refine the draft public service innovation model, which will serve as an important reference in the ongoing bureaucratic reform efforts in Indonesia.
