Student Report at the Population and Civil Registration Office of Gunungkidul District

The Population and Civil Registration Office (Disdukcapil) of Gunungkidul District is one of the Government Agencies that carries out all Regional Government affairs in the Population and Civil Registration Sector which consists of 4 (four) divisions, namely, the Population Registration Service Division, the Civil Registration Service Division, the Population Information and Administration Management Division, and the Data Utilisation and Service Innovation Division. The Disdukcapil of Gunungkidul District is led by Mr Markus Tri Munarja, S.IP, M.Si and has the vision ” To improve the living standards of the Gunungkidul community with dignity in 2026″. While the missions are, 1) Realising Quality and Dynamic Governance, and 2) Improving Human Development and Regional Potential Excellence. The Disdukcapil of Gunungkidul District also has the slogan “Urus Dewe Gampang Ora Mbayar”.

The internship activities at the Disdukcapil of Gunungkidul District had been conducted for 30 (thirty) working days starting from 1 September – 12 October 2022. In its implementation, the system applied was a rolling system with the aim that student interns could learn and know all the activities carried out by all divisions (except the Civil Registration Division). Activities that were carried out included: Population Services, Population Registration Services, and Archiving. From the activities that had been carried out, there were two topics of concern at the Disdukcapil of Gunungkidul District, namely the achievement targets in the production and distribution of KTP-el and Kartu Identitas Anak (KIA/Child Identity Cards). Thus, the topic chosen for discussion in this report is related to the KIA.

Child Identity Card (KIA) is a valid identification or proof of identity for children aged 0-17 years less than 1 day (unmarried or never married), both Indonesian citizens and foreigners with a permanent residence permit issued by the Population and Civil Registration Office. The KIA ownership programme has been in effect nationally since the issuance of regulations in the form of Permendagri No. 2 of 2016 concerning Child Identity Cards.

The issuance of KIA is intended to improve public quality since it will be owned by every Indonesian child in addition to being their legal identification or proof of identity. The child can also perform public services independently to fulfil their needs easily, quickly and at an affordable cost, such as in education, health, and other social activities. In addition to fulfilling children’s rights, KIA is one of the requirements to enrol in schools in certain districts/cities, to conduct financial transactions in the banking and to prevent child trafficking.

The background of the KIA Programme in Indonesia is due to the many cases of children who do not have birth certificates after starting school or are late in making birth certificates. When they are entering school, the child’s identity is often not synchronised with the Main Education Data (Dapodik). This will affect the child’s identity listed in the graduation certificate and the child’s population administration.

From the observations made, 2 indicators are considered not optimal, namely Tangibles (Physical Evidence) and Reliability (Reliability). First, the things that become the obstacles in the tangibles indicator are related to physical facilities (facilities and infrastructure), and the availability of computers and printing equipment for the KIA services, especially in the Population Registration (Dafduk) room. It can be said that the period of use is as long as 10 years. So, the system’s ability to operate data processing and printing systems is often erroneous, which in turn slows down the process of preparing KIA. Second, it is reliability where there are still obstacles such as the lack of personnel in charge of providing administrative services for Child Identity Cards (KIA) to the community so that officers feel overwhelmed in carrying out services to the community and affect the length of time needed to print Child Identity Cards (KIA).

Meanwhile, considering the external factors, such as reliability, which is an obstacle to the SOP, the Population and Civil Registration Office of Gunungkidul District has made a clear SOP and has conducted socialisation to schools and the community regarding applications for Child Identity Cards (KIA). However, the socialisation carried out has not been able to reach the community directly because it is difficult for the Population and Civil Registration Office of Gunungkidul District to meet each other and because they have to follow the existing flow. People should go through village officials and often the socialisation delivered to the village officials is not well received by the community, causing a miss communication. In general, another external inhibiting factor is the lack of knowledge of some people in the Gunungkidul district about the benefits of KIA, which has resulted in the lack of awareness of KIA.

The Population and Civil Registration Office of Gunungkidul District has provided a pamphlet on the Child Identity Card (KIA) which has been put in the waiting room of the service section. During their service, interns noticed a lack of public interest in reading the pamphlets that had been provided and the absence of people who took the initiative to take or read the pamphlets because the location of the pamphlets was inappropriate and less visible. Based on the problems experienced by the Population and Civil Registration Office of Gunungkidul Regency, the intern provides a solution as an alternative to minimise these obstacles:

  1. Regarding the infrastructure of the KIA printing machine, especially in the Dafduk room, which is quite old and often has errors, it is recommended to optimise the available equipment through regular software and hardware maintenance.
  2. In terms of human resources, namely the lack of personnel in charge of providing services, especially in the process of making KIA, the Disdukcapil of Gunungkidul District needs to strengthen training activities, technical guidance and mentoring as well as evaluate the implementation of Job Analysis and Workload Analysis and/or consider recruiting competent employees with the status of Government Employees with Work Agreements (P3K) or Freelance Daily Workers and optimising cooperation with Sub-districts and Villages.
  3. The placement of pamphlets is provided in a position that is visible and accessible to the public visiting the Gunungidul District Disdukcapil. Besides, the intern provided a stand banner about KIA which was placed in the service waiting room to attract the attention of the public to read them as it was more visible to all visitors who are in the service waiting room.
  4. Poor socialisation in the community can be addressed by increasing intensive and continuous monitoring and evaluation and coordination of programs/activities in the field and optimising the use of Disdukcapil’s social media such as creating more stories, feeds, Instagram reels, creative and interesting Disdukcapil YouTube about the Child Identity Card (KIA).
