Semarang City Bappeda’s Research and Development Division’s Performance in Carrying out Semarang City’s Regional Innovation Index 2022

The implementation of the Semarang City innovation index was carried out from early August to mid-September. During this time, the R & D department carried out several activities, starting from initial preparation, coordination meetings with the leadership of BAPPEDA, coordination meetings with all OPDs and sub-districts in Semarang City, desk implementation, recording innovation data, interim assessment, sending innovations that passed the criteria to the Ministry of Home Affairs, and waiting for the assessment process by the Ministry of Home Affairs. Therefore, the performance of the R&D sector during the implementation of the regional innovation index becomes the main focus that will determine the success of this program.

Performance in government administration represents the extent to which the employees can carry out their duties. Performance is intended to help the government focus on the goals and objectives of the work unit program. Improving public services through the development of regional innovation is a renewal effort in the government management system to improve government performance and competitiveness.

From observations and interviews conducted by students, the performance of the R & D sector in the implementation of IID in 2022 is seen from 5 performance indicators, namely, 1) quality coordination of the R & D sector and OPD understanding of the 20 indicators have shown good results. The result is that almost all 75 percent of OPDs have entered regional innovation data with complete supporting data; 2) quantity Of all 35 OPDs and 16 sub-districts in Semarang City, all of which have innovation data and have been collected by the R&D sector through their respective technical teams. Semarang City itself sent 47 percent of all total innovations in Semarang City or 61 innovations out of a total of 130 OPD innovations reported; 3) timelines, the implementation of IID Semarang City was completed just before the deadline; 4) Cost-effectiveness, the R & D sector, which only has 9 (nine) human resources, is not comparable to the number of OPDs, making it difficult to establish coordination; 5) The need for supervisors, the implementation of IID Semarang City in 2022 by the R & D sector is carried out under the supervision of the Ministry of Home Affairs; 6) Interpersonal impact, coordination between the R & D sector and OPDs has gone well.

There are also factors that influence the performance of the R&D sector in implementing the regional innovation index in 2022, namely driving and inhibiting factors. The driving factors include, 1) personal factors, the ability to understand the technical team of each OPD in Semarang City which makes it easier for the R & D Sector to implement the regional innovation index; 2) leadership factors, there is support and encouragement from the Mayor, Regional Secretariat, and Head of the Semarang City Regional Development Planning Agency which has a positive impact on the implementation of IID 2022; 3) team factors, the cohesiveness and trust of each apparatus which makes IID 2022 done on time; 4) contextual factors, the number of regional innovations in Semarang City which is very large and has the potential to be developed, R & D as a coordinator has a role to encourage each OPD to produce regional innovations every year. As well as inhibiting factors, namely system factors, it is one of the factors that still requires improvement. BAPPEDA does not yet have data on Semarang City innovations for each year. Besides, the employee distribution system is not in accordance with the workload.
