Theodorus Agustinus Hasiholan, a graduate of Public Administration from FISIP UNDIP, has made an impressive mark in the field of public policy. He currently serves as a First Expert Planner/Policy Expert at the Ministry of National Development Planning/Bappenas, where he contributes to the formulation and implementation of national strategic policies.
Career Journey and Dedication in Public Policy
Before joining Bappenas, Theodorus had a strong professional background in public policy and government relations. He previously served as a Public Policy Specialist at the National Secretariat of Open Government Indonesia (OGI), an initiative aimed at promoting transparency, accountability, and public participation in governance. In this role, Theodorus was involved in coordinating efforts between the government and civil society to draft and implement the Open Government Indonesia National Action Plan.
Changing the Career Paradigm of Public Administration Graduates
Theodorus emphasizes the importance of changing the mindset of Public Administration students regarding their career prospects. “Students need to understand that Public Administration graduates are not limited to the public sector. There are also vast opportunities in the private sector and international organizations,” he said. He cited several roles in the private sector that can be explored, such as researchers, legal and policy departments, as well as positions in international organizations that require expertise in administration and public policy.
Fond Memories at FISIP
Reflecting on his university years, Theodorus greatly appreciated the facilities provided by FISIP. “The facilities during my time were already very good, and they continue to improve. This really supports the teaching and learning process,” he recalled. He also highlighted the supportive role of lecturers in building students’ confidence.
“The lecturers didn’t just teach; they also guided and encouraged us to be confident in facing challenges in the professional world,” he added.

As a professional at a national planning institution, Theodorus advises FISIP students and alumni to keep developing themselves and broadening their horizons.
“Don’t limit yourself to just one sector. Use the knowledge you’ve gained to contribute in various fields — whether in the public sector, private sector, or international organizations,” he encouraged.
