Jakarta, October 30, 2025 — The Bachelor of Public Administration Program, Faculty of Social and Political Sciences (FISIP), Universitas Diponegoro (Undip), and the State Administration Program, Universitas Indonesia (UI), officially signed a Cooperation Agreement (PKS) as an initial step toward strengthening academic synergy between the two institutions. This collaboration marks a concrete commitment to expanding academic networks and enhancing the quality of higher education’s tridharma — education, research, and community service — particularly in the fields of teaching and research.
In its initial phase, the collaboration will focus on a student exchange program. However, both parties have agreed to expand the scope of cooperation to include the formation of research clusters, joint research projects, and co-authored publications, which are expected to strengthen the research networks among faculty members and researchers from both institutions.
Head of the Bachelor of Public Administration Program at FISIP Undip, Retna Hanani, S.Sos., MPP, expressed her hopes that the partnership would go beyond academic activities.
“We sincerely hope that this collaboration continues and develops into impactful research and publications, in line with Undip’s motto: valuable, noble, and impactful,” she stated.
Meanwhile, Dr. Muh. Azis Muslim, M.Si., from Universitas Indonesia, conveyed his appreciation for the strong relationship established between the two programs.
“We appreciate this collaboration and the various activities that have taken place, including the visit of Undip’s Student Executive Board (BEM) to UI,” he said.
In the field of education, UI opens opportunities for offline student exchange programs, in accordance with the university’s policy requiring in-person academic activities. This initiative is expected to enrich students’ learning experiences at both universities.
“Collaborative research can also be carried out, including through external funding or grant schemes, by exchanging ideas among lecturers,” he explained. Moreover, he added that joint publications hold great potential to be pursued in the near future.

Undip also offers various academic programs to support this collaboration, including domestic post-doctoral programs, online and offline visiting professor schemes, international research groups, staff exchanges, and other academic partnership models. Both institutions agreed to strengthen synergy among their research clusters. Through this cluster-to-cluster synergy, a self-sustaining and continuous collaboration system is expected to emerge, with potential funding autonomy that can enhance research capacity at each institution.
As a follow-up, both parties will exchange contacts and coordinate among research cluster leaders to align areas of expertise and ensure smooth communication in implementing joint activities. This partnership is envisioned as the beginning of a series of collaborative initiatives aimed at advancing public administration studies that are adaptive, innovative, and widely impactful for society.
